بيروت: عبر رئيس المجلس النيابي اللبناني المنتهية ولايته نبيه بري اليوم الاربعاء عن امله في ان تكون جلسة انتخابه مجددا رئيسا للبرلمان غدا الخميس، مقدمة لتشكيل حكومة وحدة وطنية تواجه الاستحقاقات القادمة على لبنان. وقال بري، المرشح الوحيد لرئاسة المجلس النيابي الجديد المنبثق عن انتخابات السابع من حزيران/يونيو 2009، لوكالة فرانس برس "ان شاء الله تكون الجلسة بداية جمع الشمل اللبناني وبداية الوحدة الوطنية اللبنانية التي يجب ان تترجم اكثر فاكثر بحكومة وحدة وطنية".
واضاف "عندما يكون البلد في ازمات، يحاول الوصول الى التفاف لمواجهة الازمات. الالتفاف اليوم من مصلحة الاقلية ومصلحة الاكثرية". وتعقد الخميس الجلسة الاولى لمجلس النواب الجديد التي سيتم خلالها انتخاب رئيس جديد للبرلمان. وينتمي بري الى قوى 8 آذار التي حصلت على 57 مقعدا من 128 في مجلس النواب مقابل 71 للاكثرية في انتخابات اتسمت بتنافس حاد.
ويفترض بعد ذلك ان تبدأ الاستشارات لاختيار رئيس حكومة وتكليفه تشكيل حكومة جديدة. واعلن بري تأييده لتسمية النائب سعد الحريري، رئيس اكبر كتلة نيابية في البرلمان، لترؤس الحكومة. ورغم ان لهجة التهدئة غلبت على الاطراف المتنافسين بعد الانتخابات، فان المحللين يتوقعون صعوبات في تشكيل الحكومة. وقال بري "ساعمل على انجاز الحكومة في اسرع وقت، ولو ان الامر يعود لي وحدي، خلال اسبوعين"، داعيا الى ان "تذوب 8 و14 آذار في وحدة وطنية".
واوضح ان "الذوبان يعني اننا لن نحكي بالثلثين اوالثلث او النصف او اكثر او اقل" في الحكومة، بل يعني "تذويب هذا الانقسام والشرخ العمودي" في البلد. واعلنت كل الاطراف موافقتها على تشكيل حكومة وحدة وطنية، الا ان الاكثرية ترفض تكرار تجربة الحكومة الحالية التي تملك فيها الاقلية ما يسمى ب"الثلث الضامن" او "المعطل"، اي ثلث الاعضاء زائدا واحدا، ما يسمح لها بتعطيل القرارات الكبرى.
وشهد لبنان في 2006-2007 ازمة سياسية حادة تسببت بشلل في عمل البرلمان والحكومة وتطورت الى معارك بين انصار الاكثرية والمعارضة وانتهت من خلال تدخل عربي جمع الاطراف المختلفين في الدوحة. وتم في مؤتمر الدوحة الاتفاق على انتخاب رئيس توافقي للبنان بعد شغور المنصب لمدة سبعة اشهر وتشكيل حكومة وحدة وطنية ضمت الاكثرية والمعارضة ورأت النور بعد اشهر طويلة من التجاذبات.
وتعود رئاسة المجلس النيابي في لبنان للطائفة الشيعية. ويصعب في ظل النظام اللبناني القائم على المحاصصة الطائفية، ايجاد مرشح شيعي اذا لم يرض عنه الطرفان الشيعيان الاساسيان، اي حزب الله وحركة امل، وهما من ابرز مكونات قوى 8 آذار.
