ترايسي أبي أنطون من بيروت: تطفئ المؤسسة العسكرية اللبنانية شمعتها الرابعة والستين غدا في الأول من آب/أغسطس، وللمرة الأولى منذ أربعة أعوام على الأقل يحتفل الجيش اللبناني بعيده وهو في حالة من الإرتياح البعيدة عن التأهب والإستنفار الشامل في ظل الأجواء السياسية المستقرة والأوضاع الامنية المستتبة. هذا الجيش لم يعرف راحة منذ عام 2005. فلبنان واجه خلال هذه الاعوام الاربعة تحديات وأخطارا جسيمة هي الأقسى في تاريخه الحديث، فمن جريمة اغتيال الرئيس رفيق الحريري، إلى التظاهرتين الشهيرتين في 8 و14 آذار/مارس، وانسحاب القوات السورية من لبنان في نيسان/ابريل 2005، إلى حرب تموز/يوليو 2006 بين إسرائيل و"حزب الله" ومواجهة الإرهاب في نهر البارد العام 2007، وما تخلل هذه المراحل من انقسام داخلي حاد، وصولاً إلى الأحداث الأمنية الخطرة في 7 أيار/مايو 2008، مرورا بكل الاغتيالات والتفجيرات والاحداث الامنية المتنقلة التي رافقت تلك المرحلة.
وبحسب متابعين للمؤسسة العسكرية، وضعت هذه الحوادث الممتدة منذ 2005 الجيش أمام احتمالات هددت بالقضاء عليه غير انه استطاع تجاوز المحنة خصوصا في ما يتعلق بخطر كثر الحديث عنه وهو "التحاق الجيش بفريق سياسي"، وهذا اتهام ثبت عدم صحته خلال جميع المراحل بفضل حنكة القيادة رغم الاعتراضات الكبيرة التي سيقت حول عدم قيام الجيش بدوره الطبيعي في قمع الاشتباكات العديدة التي هزت الوضع الامني وعدم الوقوف موقف المتفرج الفاصل بين "المتقاتلين".
ويشير متابعو هذا الملف لـ"إيلاف" إلى المرونة الفائقة التي تعاملت بها قيادة الجيش مع ملف المقاومة ومفهومها. فبحسب هؤلاء، الجيش لم "ينفّذ إلا الامور التي لا تؤثرفي المقاومة"، وهو نجح من خلال هذا الامر في نيل "رضا" "حزب الله" رغم أنه سقط مرة، من وجهة نظر الحزب، وذلك في أحداث مار مخايل الشياح في مطلع شباط/فبرابر 2008. غير أن ما تبع تلك الاحداث، من تحقيق لا سابق له في تاريخ الجيش، أصلح الوضع مع "المقاومة" من خلال تحميل الضباط الميدانيين في تلك الاحداث المسؤولية عما جرى واحالتهم على القضاء العسكري الذي بدوره أرضى "حزب الله" من دون ان "ينتقص ولو ذرة واحدة من كرامة المؤسسة العسكرية وهيبتها".
وفي نهاية شهر أيار/مايو 2008، بات واضحا للجميع أن تماسك الجيش ووعيه لدقة الأوضاع وأبعادها، إلى جانب إجماع اللبنانيين على دوره بالاضافة إلى هذه الحوادث المتلاحقة، حولت قائد الجيش في وقتها العماد ميشال سليمان إلى رئيس للدولة والجمهورية. غير أن "النوم على حرير الانتصارات لا ينفع" يقول هؤلاء المتابعون. فالتحديات لا تزال كبيرة أمام الجيش ليصل إلى "المرحلة المنشودة من كمال" والاحداث الاخيرة في الجنوب "خير دليل على ذلك". فبين حوادث اختراق الخط الازرق وخربة سلم وبئر السلاسل والتهديدات الاسرائيلية المتلاحقة يبقى الجيش "مطالبا بالصمود على حبال التوازنات الدقيقة" فهو كمن يسير في حقل للالغام بحسب المتابعين.
وبعيدا من الجنوب، نرى أن الجيش لا يزال يواجه تحديات فريدة من نوعها. فما زال الجيش، بحسب الكثيرين، معرضًا لخطر الانقسام والتفتت؛ لأن تقسيم المهمات والوظائف فيه يتم على أساس طائفي. ففي الفترة من عام 1991 بعد الحرب الأهلية وحتى اليوم يتم توزيع المهام القيادية في الجيش بشكل يعكس الوضع السياسي والاجتماعي في البلاد. فكانت نسبة المسيحيين بين ضباط الجيش 47% في حين كانت نسبة المسلمين منهم 53%. وهذا يعني أن "الجيش ينبغي أن يكون على وعي ودراية كاملة بدوره في المجتمع اللبناني".
وعن الخبرات القتالية للجيش اللبناني يقول هؤلاء المتابعون ان وجود نحو ثلاثين ألف جندي سوري على الأراضي اللبنانية من عام 1976 وحتى 2005 أثر كثيرافي قدرة الجيش اللبناني. فهو حرم السلاح الحديث والتدريب الجيد لمدة ثلاثين عاما وهنا تكمن مهمة الحكومة الجديدة في ايلاء قضية التدريب والسلاح أهمية قصوى في المرحلة المقبلة وذلك في اطار استراتيجية أمنية متكاملة تعيد للجيش اللبناني القدرة على المبادرة والتصدي لاي اعتداء داخلي أو خارجي.

Essam -To number 4, u r a little confused my fellow Countryman, 1st how do u know if Tarek is a Muslim, 2nd you say ''my Country'' as if it belongs to you rather than us,all lebanese, 3rd Tarek comments is spot-on, as a proper Army in a truly democratic Country wouldn''t stay on the side, but enforce the Law & Order, Lebanon is a little exception..lets not bring Secternism into this, The Army have done an excellent job considering its limited equipments,set-up & the many attempts to drag it into a trap...once ALL Lebanese,Muslims & Christians truly believe in a one non-Sectarian State & they put Lebanon at the top of their list than we all be proud to be Lebanese

essam -The Lebanese Army can''t and never be able to be a deterrent to stop the Israeli, look at the other Arab Armies, bigger better equipped done nothing...Lebanese Army have to be equipped to keep internal Peace & impose the Law Order all over the Lebanese Land, the problem is more of the corrupt Political leaders that use Secternism to keep their grip over the ordinary lebanese, Lebanese Army should be like the Swiss Army, we don''t need to spend 40% of our GDP on it where we still have no running clean water or 24/24 electricity supply, no roads, no decent hospitals nor decent Harbour to allow visits by International Cruise ships bring more tourists improve the economy....
