بريطانيا تتشدّد في تقييد حركة "الجهاديين" العائدين

أحالت الحكومة البريطانية على البرلمان قانونًا جديدًا هدفه التصدّي لظاهرة عودة "الجهاديين" من القتال مع داعش في سوريا والعراق. لكن تشدد القانون أخاف الحقوقيين من تحول بريطانيا إلى دولة بوليسية.
مروان شلالا من بيروت: تتشدّد السلطات البريطانية في فرض إجراءات أمنية، خوفًا من أعمال إرهابية.
وقالت جريدة "الحياة" إن وزارة الداخلية البريطانية نشرت عناصر شرطة بأسلحتهم الرشاشة، لمنع وقوع أي هجمات إرهابية قبيل فترة الأعياد، خصوصًا بعدما أحالت الحكومة على البرلمان مشروع قانون جديدًا لمكافحة التشدّد والإرهاب، يهدف تحديدًا الى&التصدي لظاهرة "الجهاديين" الذين يسافرون للقتال&مع تنظيم الدولة الإسلامية (داعش) في سوريا والعراق، وغيره من التنظيمات.
إجراءات مشدّدة
تشمل حزمة إجراءات وزارة الداخلية، التي يناقشها البرلمان لتصبح نافذة في حال إقرارها، حظرًا موقتًا لسنتين على عودة الذين يلتحقون بجماعات متشدّدة، ومنح سلطات الحدود البريطانية صلاحية سحب جوازات سفرهم لمدة 30 يومًا، وإرغام شركات الطيران على تقديم لوائح مسبقة بركابها لمنع عودة الجهاديين، وإلزام شركات الإنترنت بتقديم معلومات عن نشاطات زبائنها، ومضاعفة عقوبة من يخرق قانون تقييد الحركة الذي يُفرض على أشخاص مشتبه فيهم، لكن لا تمكن محاكمتهم لاعتبارات أمنية.
كما تتضمن إلزام الجامعات بمنع محاضرات رجال الدين المتشددين، وإلزام المدارس والكليات بالتصدي لظاهرة التشدّد بين طلابها، وتدريب موظفيها على رصد علامات التشدّد بين التلاميذ للإبلاغ عنهم، ومنع شركات التأمين من دفع فديات لتأمين الإفراج عن رهائن لدى إرهابيين.
دولة بوليسية
إلا أن حقوقيين أبدوا تحفظهم، إذ يخشون تحوّل بريطانيا إلى دولة بوليسية.
وأبدت الجالية الإسلامية كذلك قلقها من استهدافها بالإجراءات الأمنية، في حين قال خبراء إن ما أعلنته الحكومة لا يمكن تطبيقه قانونيًا.
وبحسب الحياة، قال ديفيد أندرسون، رجل القانون البارز الذي كلّفته الحكومة مراجعة قوانين الإرهاب: "لم تفكر حكومة ديفيد كامرون قبل إعلان إجراءاتها الجديدة في كيفية تطبيقها، فأهم الإجراءات التي روّجت لها الحكومة يتعلق بمنع عودة الجهاديين". لكنه قال أمام لجنة نيابية إن هذا الأمر يجب ألّا يُسمّى "منع عودة" بل "تنظيم العودة أو تقييدها، وما أعلنته وزارة الداخلية ليس عمليًا أو مشروعًا".
وأتى ترحيب منظمة كويليام لمكافحة التشدد بالمقترحات الواردة في قانون مكافحة الإرهاب والأمن الجديد حذرًا، إذ رحبت بمنع شركات التأمين من دفع فدية للإرهابيين، وبإلزام شركات الطيران بالإبلاغ مسبقًا عن لوائح المسافرين.
وقالت المنظمة إنها توافق على الحاجة إلى تشديد قانون تقييد الحركة، ليُسمح بنقل إرهابيين مشتبه فيهم للعيش في مناطق أخرى بعيدة من مناطق سكنهم الأصلية داخل المملكة المتحدة، لكنها قالت: "مثل هذا الإجراء يجب أن يصدر عن المحاكم وليس عن&وزارة الداخلية".
وعبّرت كويليام عن قلقها من التصريح لموظفي المعابر الحدودية بمصادرة جوازات سفر المشبوهين بالإرهاب، وقالت: "يمكن أن يقود ذلك إلى تكرار التمييز الإثني، الذي كان يحصل في السابق، بسبب إساءة الشرطة استخدام قانون التوقيف والتفتيش الذي اشتكى المسلمون من أنهم كانوا أكثر من أُخضع له".
بالغة التشدّد
من جانبه، يخشى مسعود شجرة، رئيس الرابطة الإسلامية للدفاع عن حقوق الإنسان، أن يسبب القانون مزيدًا من الخلاف وليس مزيدًا من الأمن في المجتمع، محذّرًا من&تحوّل بريطانيا إلى دولة بوليسية.
ووصفت منظمة العفو الدولية الإجراءات الجديدة بأنها بالغة التشدّد.
وقالت شامي شكرباتي، مديرة منظمة ليبرتي الحقوقية: "هذا القانون أسوأ ممّا كنا نخشاه. بالأمس عرفنا أن السلطات فشلت في تعقّب مشتبه فيهم على الرغم من كل ما لديها من سلطات واستخبارات، واليوم تريد مزيدًا من السلطات كي تجعل منّا جميعًا مشبوهين".
