The uninformed and naieve among the public believes the spooks, members of the intelligence agencies anywhere, everywhere. Spies are in the business of lying, is informing, disinforming, and deceiving. New York Times reported a month ago about agencies listening to trump campaign communications. The president does not have authority to issue a spying warrant, it is done by justice department and all top level positions including attorney general are political appointees appointed by the president, and report to the president personally or via attorney general. And then as President he has access to all intelligence gathered. He knew about the spying on trump campaign and violated the law, a felony, for not ordering to stop it. Every electronic signal worldwide is monitored, recorded by NSA and preserved. Few days before end of obamas presidency he issued an order to NSA to share intelligence with 17 other agencies, this was a reversal from f law enacted in the 1970s. He did it with out asking congress to change the law. Before sharing intelligence was done only on "show the need to have". By expanding the pool of those with access classified information he enable his loyalists in government to access intelligence and leak it, a PHELONY under USA espionage law.
